How to use the Framework

To use the National Mobilities Procurement Hub you need to be a Member of SAM.  Membership is free and details of how to join are available here.  One of the key services provided to its Members by SAM, is the process of identifying the Most Economically Advantageous Supplier for a Member who wishes to call-off from the Framework.

The National Mobilities Procurement Hub Framework Lots are fully compliant with UK procurement legislation for the public sector - so you do not need to run your own procurement process;

  • All Framework Agreements have been upgraded since 2022 and are based upon Crown Commercial Service (CCS) terms;

  • All Suppliers available under this Lot have been assessed for their financial stability, experience, technical ability and commitment to Social Value;

  • All Orders are underpinned by a Framework Agreement, which clearly sets out the terms and conditions of the Order.

Support documents are available to provide additional information for Procurement Managers.

The first is an abridged version of the National Mobilities Procurement Hub Project Initiation Document (PID). It outlines the Vision, Business Case, Project Scope, and Governance process developed by SAM, ITSO and our Partners when undertaking the procurement process. A copy of this document is available below.

In addition, each individual Lot also has its own Guidance Notes outlining how a SAM Member can access the Services and Goods available from that Lot. These are shown within the Individual Lot pages.
