Overview
This Framework Lot enables the provision of consultancy services centred on governance, forecasting, reporting, and ticketing within the transport sector.
It highlights the need for expertise in advising both public transport authorities and commercial operators, with focus placed on delivering tailored data-driven decision-making. Additionally, the consultancy scope includes apportionment research and providing strategic and analytical support to improve operational efficiency and long-term transport planning outcomes such as franchising and entitlement / concessionary travel schemes.
It has been devised to enable Suppliers to offer multiple staff across multiple grades to meet a Members need, all of whom are committed to partnership working, including with other consultants.

Who Should Use This Lot
This Lot is suitable for, but not limited to:
Local Authorities, Combined Authorities, Regional Transport Bodies, National Governments or Other Public Sector Bodies wishing to procure Consultancy Services for Franchising, Governance Review, Network, Revenue & Apportionment Analysis and Entitlement / Concessionary Travel;
Any Transport Operator wishing to buy Consultancy Services for Franchising, Network Analysis and Entitlement Travel Schemes.

The Guidance Notes are designed to assist and inform a SAM Member on all aspects of undertaking a call-off from the Framework, including:
Scoping a Member's own requirements;
Identifying the most suitable Supplier(s) to meet these requirements;
Preparing the Call-Off Order;
The process for undertaking a Further-Competition (if one is required); and
The costs for using the Framework.
